OAKLAND - Four Seasons Palo Alto chef Edward Higgins is planning to open a modern Italian restaurant called Baia in Old Oakland. CIVIC CENTER EXTRA - The Holly Horn Comedy Club opened by Holly Horn and Kjell Qvale in October dramatically shuttered just about one month later.
