NOB HILL—Cafe Claude will have to wait until the new year for its new Claude Lane neighbor to arrive. Gitane, once thought to open in late November, is now looking at an uncertain debut date. RUSSIAN HILL—Great news for Afghan lovers (the cuisine and the people): the Helmand's back. After a landslide forced them to close their original location on Broadway, they've reopened on Van Ness as Helmand Palace. As usual, the hounds are on it: "I just phoned (same old number) and they did open yesterday! Dinner 7 days 5:30-10:00.
