From the nanosecond the Civic Center Victory Garden was announced, the jokes began streaming in about potential homeless, ahem, trespassing. Months later, we discover just how much it cost to keep it up to Alice standards: "'If they don't have security, it will become a toilet,' said one city gardener who was planting a fresh bed of marigolds in the plaza the other day.
