RUSSIAN HILL—Special offers don't usually get mentions around these parts, but for promotions like this one from Luella, we'll make a Friday afternoon exception because well, it seems like an exceptional deal. From ZagatBuzz: "So for all of March, from Monday through Thursday, the restaurant is offering diners all of their wines-by-the-glass for the lovely price of $3 apiece. FINANCIAL DISTRICT—Don't look now, but that desolate stretch of the FiDi along Kearny that's been full of floundering restaurants and empty storefronts might be making a little comeback. Almost right across the street from the soon-to-open Best-O-Burger, 360 Degrees Gourmet Burritos has morphed into Pasilla Mexican Grill, which is not to be confused with Parilla Grill up the street.
