Fed up a mischievous party promoter and his minions (he has minions!) who rent out entire restaurants to throw wild parties, the city of Berkeley is cracking down on group gatherings and issuing hefty fines to restaurants: "One of his minions will come and talk you into using your restaurant and then [Eugene] Cockerham shows up and starts collecting money ... If a group of people comes in and wants to have a birthday celebration, we're not going to question it, but if someone wants to rent out your entire restaurant, we are going to have a problem with that.
