Another wondrous Rec and Parks-Dolores Park moment bubbles to the surface via Uptown Almanac, reporting that a new $100 "performance bond" will be charged to Dolores Park picnickers in 2011. In addition to fronting a hundo -- which "will be refunded [after the picnic] if everyone behaves" -- picnickers will also be asked to fill out a form describing the nature of the event. UA would add, however, that there's a lot of ambiguity here: "...the Department never once defines what a "picnic" is...[like] do my BFF and I need a permit to open a box of Triscuits?"
