Many would argue that "offal," organ meat butcher scraps, should be had at bargain prices. Not so at Thomas Keller's Per Se in New York, where the offal in question is tuna heart, bone marrow with shad roe, cock's comb fritters, and tripe marsala, and a full offal tasting menu runs $295 a head.
