The moronic government shutdown has already taken quite a few casualties in the temporary closure department—Muir Woods, the Presidio, Alcatraz—and now, the Cliff House is being forced to close as well, as it's considered a National Park concessionaire. What's more, its servers and cooks won't be paid as long as the government is shut down. Other businesses on federal land, like Louis' and Dixie, remain open, as they're lessees of the National Park.
