Undaunted by the ruling against Chipotle, chains continue to attempt to gain a foothold in the Castro, with the latest being See's Candies. They violate the formula-retail law and will need a conditional-use permit to open in the former Mike's Camera in the Safeway shopping plaza, but no major objections have been lodged so far.
