It's been a year and a half in the making, but the 811 Washington Street address in Old Oakland has finally reopened as Parliament, a bar and event venue from Christopher Newell, Davina Dickens and Jason Bradford. The new spot joins nearby spots like Desco and Cosecha in reviving the sleepy neighborhood, and features a clubby vibe, house cocktails and a selection of cheesy toasts with tomato bisque (here's the happy hour menu).
